1.8) Will PKing be allowed?

That depends on your definition of PK. Rampant PKing will not be allowed, but In-Character killing is allowed.

Murderers will be hunted down by lawful players, as it is and and always was (criminals are always pursued by the guard, jailed and/or executed, depending on their crimes).

This is not to say murder will be "illegal" it won't be, however senseless PK (player killing) will not be acceptable as this will be a Roleplaying Adventure Game, you kill too many people and you may face the ultimate punishment for your crimes.
